Joe Spector reports that when he tried designing a landing page for the Latino US market, and when he went on to advertise online, he approached all the big players: Google, Yahoo, and Microsoft. Surprisingly, while Google was helpful, all his advertisements were rejected by Microsoft adCenter because he had used Spanish on the landing page.
The rejection notice sent to him by Microsoft looked like this:

Microsoft announced today to open up its Gatineau Analytics for international users as well, "Due to the overwhelming demand from customers outside the United States, we have decided to open up the web analytics beta and invite customers from international adCenter markets," expressed the official statement.
Till now the analytics service of Microsoft was available only to the customers in the United States. All the customers from the UK, France and Canada who have expressed an interest in using the program should receive an invitation very soon.

It seems that many Microsoft adCenter members are disgruntled with the company policies. The advertisers are being told to increase their bid prices, which of course is not well taken by the clients. Due to this some have even dropped adCenter in favor of AdWords.
However, it seems that the same thing is being done by Google as well. As even Google's AdWords representatives tell the advertisers to raise their minimum bid prices, so that they can have better traffic. And most often, they give in because they do get an increased traffic.
