Google AdSense Custom Placement Packs Program?

Have you heard of Google AdSense Custom Placement Packs Program before? If not, then you are in the same situation as many others who have received mails from AdSense saying that they have qualified for the program. The mail instructed them to add a few AdSense units if they wanted to participate in the program. Members at WebmasterWorld Forums have expressed confusion, doubt and surprise at receiving the mail for varied reasons.
According to a member:
I really can not take this email seriously, given the site they referenced in the email. It is a non-producing, totally ugly personal family picture site of mine, which has not been not been updated in 7 years.
The mail asks for a space of 300×250 available above the fold. While many have received mails for CPM ads, there is a member who has received a mail asking to activate image ads.
Conclusion: no one has any idea what the program is all about and how it works. There has been no clarifications from Google so far.
