Wikipedia has banned Qatar from editing any entry in the wiki pages claiming the blockade is a step to curb out spam and vandalisms that are coming from Qatarese IP address.

Qtel (Qatar Telecom) is the sole  communications service provider in the country. It has a single IP address that is being used by the entire country. The online encyclopedia has now blocked  that IP address for anyonymous edit. However, it is allowing users of that IP address with actual Wikipedia accounts to continue to edit articles.

Denying any such censorship on Qatar, Wikipedia's co-founder Jimbo Wales said, “This IP number (82.148.97.69 ) was temporarily blocked for less than 12 hours, and a block of an entire nation would go absolutely against Wikipedia policy. In the English Wikipedia, such an action would require approval of at a minimum the English Arbitration Committee and/or me personally, and would never ever be undertaken lightly, nor without extensive attempts at direct negotiation with the ISP and/or nation in question”.
